This document should guide City staff when considering or developing capital projects. The guidelines will be a building block in developing future policies, guidelines, standards and other initiatives that serve the needs of persons with disabilities.

The guidelines are in keeping with the Official Plan which states that “A key city-building principle is that public buildings, parks and open spaces should be open and accessible to all members of the public including people with disabilities.
