Towards a learning and career account in Flanders (IDEA Consult)

The Flemish labour market and society face major challenges in the coming decades. Against the backdrop of the twin transition to a green and digital economy, upskilling and reskilling are of crucial importance in order to be able to flexibly anticipate (and respond to) a changing labour market. A learning and career account can be a major step towards encouraging an individual learning culture in Flanders, removing financial or other barriers to training, and better protecting people against skills obsolescence through strengthening competences. This VIONA study, carried out by IDEA Consult, investigated the possibilities of designing a learning and career account in Flanders. To this end, the existing instruments and incentives for careers and learning were mapped, and a number of scenarios for a learning and career account were developed. The researchers describe seven scenarios, which do not exclude each other and can be combined. These scenarios were used in the study as an instrument to feed the discussion with stakeholders and to investigate what is desirable and feasible. From the advantages and disadvantages of the various scenarios, the study draws conclusions and recommendations for a learning and career account as a growth path with two parallel pillars, the right to time and the right to money, on a double foundation consisting of a digital overview and harmonisation of rules and procedures.
