In the new terms of reference, he planning team for the planning process Rond Ronse wishes to include a number of planning alternatives for this forest expansion in the scoping note and to assess them in the plan environmental impact report to be drawn up\, and \on the basis of a set of spatial, landscape, ecological and socio-economic criteria, to develop three substantiated spatial scenarios at parcel level in which he determination of the criteria and the elaboration of the scenarios is done in close consultation and under the supervision of the Department Omgeving, the Agentschap voor Natuur en Bos, the Agentschap Onroerend Erfgoed and the Department Landbouw en Visserij\. in which 'all scenarios must comply with the decided policy on the 717 ha of forest belt to be realised from Kluisbos to Koppenberg' and in which “possible criteria that can be used in the development of these scenarios include:the current destination and location within the Habitats Directive area;
spatial configuration of the forest cores and the necessary minimum structural area;
the suitability of land for forest expansion;
erosion susceptibility and susceptibility to land movement;
the suitability of land for agriculture based on physical system;
the agricultural economic importance of land for existing farms;
the scenic value of the landscape and the views to be preserved within the defined landscape atlas relicts;'.
