If you, as an employer, wish to employ a foreign worker, then you must first apply for a work permit. The type of work the foreigner will perform determines whether they will be admitted to the labour market.
For certain groups of foreigners, this obligation does not apply and you are exempt. They may perform any job in Flanders, with any employer.
