Training and examination institutions

As of 2015, new and inactive reporters who want to act as reporters must, among other things, follow training at a VEKA-recognised training institution and pass an examination. 

Do you want to become a training institution?

Taking the basic reporter training and passing the subsequent examination are two recognition requirements (in Dutch) to start as a reporter.

If you wish to act as a reporter training institution (and examination body), you can apply for recognition.

Applying for recognition

Training institutions may submit an application to be recognised to provide training to qualify as a reporter. A training institution may also undertake to organise reporter examinations.

  • Development of a training course

    The training institution should develop a training course that complies with the Ministerial Order of 28 December 2018. Where the institution is also looking to organise examinations, these examinations must also comply with the conditions set out in the Ministerial Order.

  • Delivery

    The training institution should deliver the ‘application for recognition as a training institution (and examination body)’ (in Dutch)(Word file opens in new window) by registered post, against receipt, to the Energy and Climate Agency of Flanders (VEKA), at the address below. You should always use the form in the above link.

  • Submission

    The training institution should submit the complete application file by e-mail to veka@vlaanderen.be, with ‘Erkenningsaanvraag opleiding EPB’ (EPB training recognition application) as subject line, to enable the Energy and Climate Agency of Flanders to process the application.

Notification of examination participants

After completion of the EPB reporter examination, a recognised examination body must provide the details of all participants to the Energy and Climate Agency of Flanders: personal data (name, national registration number), basic training attended.

How?

Privacy

As this involves an exchange of personal data, you must comply with the provisions of the privacywet’ and the WRR’ (in Dutch):

  • the Act of 8 December 1992 on the protection of privacy in relation to the processing of personal data
  • the Act of 8 August 1983 regulating a State register of natural persons

Legislation

The basic training and examination must meet the requirements set out in the Ministerieel order of 28 december 2018 (in Dutch)(opens in new window). An examination body must, for example, also open the examination to participants who followed the training at another institution, provided they have a valid certificate.
