High-Level Dialogue on Connected and Automated Driving

Connected and Automated Driving (CAD) should be introduced and operated in ways that align with policy goals, for instance, increased safety, improved accessibility, enhanced equity, reduced environmental impact and accelerated economic development. CAD-based services can have implications for various dimensions of mobility, ranging from the behaviour of passengers to the structure of urban spaces. The transition must be well-managed because these changes will likely occur at different speeds.

A long-term pathway for the transition towards AV-based transport services and a clear definition about as well as coordination between each level of government in regulating CAD-based transport services are important here. But as a starting point we need to discuss where we are at, how we can approach this in a coordinated way and what priorities there are.

While more and more pilots testing shared autonomous public transport solutions are popping up around the globe, a lot of challenges to the widespread deployment of such services remain. An efficient and well-balanced integration within the current offer, while maybe even strengthening the current offer as back-bone of mobility, new forms of licensing and demand management,… Governments will have to take on new and additional roles, for which skills and resources will be required.

How are the different countries handling this? Are good practices related to this exchanged or is there additional need to bring experts together? The sector itself is not always keen on investing in developments in that area or are facing set-backs. Where does government need to step up or in?

Enabling Open Road tests in a cross-border set-up and impact monitoring of CAD in real life conditions is on the agenda since the very first HLD meetings, and also has been referred to in the LoI signed by MS ministers at the Rome Digital Day (23 March 2017). However, for getting there, both the instalment of adequate (testing) ‘permission schemes’ and an amendment to ruling (national) traffic regulations are required - allowing Connected and Automated Vehicles to hit the public road. Despite continuous work over the years this remains challenging in most European countries - whereas such tests and related data collection are pivotal for closely interlinked system development, type-approval related activities and realistic impact monitoring.

Sessions planned under ‘stream 1’ will provide insight on the themes and their inter-relation, the challenges and progress so far in light of European-wide coordinated and even harmonized approaches (morning session), followed by additional in-depth (expert-) discussions to finetune outcomes of related ongoing task force(s) and FAME-workshops (afternoon break-out sessions).
